Mission
We raise funds beyond tax dollar support to build a stronger library in service to our community.
Founded in 1999, the St. Charles City-County Library Foundation supports the St. Charles City-County Library. The St. Charles City-County Library‘s 11 locations provide convenient access to a full range of innovative and cost-effective services that satisfy the changing needs of the people of St. Charles County for information, education, and recreation.
Our story
An active board of directors oversees our 501(c)3 charitable Foundation, providing advice on fundraising initiatives, grant making, endowment investment, and program/project funding. Through the generosity of its donors, the St. Charles City-County Library Foundation underwrites several programs, projects, and services each year. This year, these initiatives include:
- Born to Read Kits: Providing babies and their new mothers with their first board book, an insulated carrier, and access to their first Library card.
- Library of Things: Providing access to unique items like telescopes, musical instruments, board games, outdoor equipment, and more—expanding learning and exploration beyond books.
- Excel Online High School Program: Offering flexible, accredited online education for students to earn their high school diploma at their own pace.
- Storybook Walks: Combining reading and physical exercise through innovative outdoor activities in local parks.
- 24-Hour Access: Extending service hours to meet educational and technology needs.
- iPad refresh for library branches and iPad labs: Updating technology to enhance user experience and access to resources.
- Outdoor protection for Hold Hoppers: Ensuring 24/7 pick-up accessibility for library users.

Together, we are spreading literacy and increasing access to resources to everyone in our community.
Fiscal Responsibility
At the St. Charles City-County Library Foundation, we have a fiduciary responsibility to ensure that all gifts are used for the purposes intended by our donors. To ensure the efficient use of private funds, the foundation appoints a Finance Committee that provides financial oversight for the accounting, management, and investment of all funds.
Audits are conducted annually by Botz, Deal & Company, P.C., a top-rated St. Charles-based accounting and consulting firm. Investments are managed by Acropolis Investment Management.
